The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:

  • This position is responsible for the planning of grounds related subjects, including but not limited to: responsibility for production of complete Landscape Architectural Plans including site evaluation, client considerations, environmental concerns, site drainage, irrigation, lighting, traffic flows and site amenities.  This responsibility is for all Tallahassee properties managed by the Department of Management Services.
  • Responsible for project management of new and renovation grounds related subjects.  Included are budget proposals, project direction and/or inspections, establishment of critical paths, and project acceptance duties.  Negotiates and administers landscape and grounds development contracts with private and commercial establishments.
  • Responsible for the coordination and planning for the maintenance, upkeep and cleaning of all Capitol Center Parking Lots and Garages under management of the Department of Management Services. Directs Grounds Maintenance Operations through work assignments to Groundskeeping Supervisors level I, II and III.  In addition, provides technical direction for work assignments.

Daily activities:

Leading the Grounds Section. Working independently and with others to make recommendations for improvements to enhance operations and efficiency and minimize future repair and maintenance costs. Scheduling and implements system improvement measures when appropriate approval has been acquired. Supervises, schedules, trains and coordinates the daily activities of unit staff. 

Supervision

Incumbent provides general administrative duties including the writing of employee performance evaluations and review of work related performance. Addresses employee performance issues promptly and uses corrective action to resolve performance problems. Recommends disciplinary action if necessary and provides recommendations for training and continued education. Works with Division Human Resource officer to document performance related issues. Performs employee Performance Planning and Review within designated time periods in accordance with DMS procedures. Supervises subordinates, reviews and approves timesheets, purchasing card procurement documentation. Trains and evaluates employees on job safety awareness, hazardous materials, proper care and use of equipment, periodic review of policies and procedures to reinforce DMS directives and policies. Ensure subordinates receive the required training when appropriate approvals and funding have been acquired. Provides appropriate documentation to the Main Office and other agency offices as required. Ensures leave requests are submitted and approved in accordance with established DMS rules and procedures. 

Procurement

Procuring labor and materials using DMS issued Purchasing Card and for following DMS and state guidelines for the procurement of services and materials. Uses the FACT Work Order system to receive, complete and document work assignments.

Emergencies

The incumbent in this position is responsible for managing emergency response during and after scheduled work hours. Incumbent is responsible for coordinating the work activities of subordinates, contractors and other assigned trades who respond to afterhours emergencies. Incumbent is responsible for monitoring and reporting the materials and labor costs associated with emergency response activities. Participate in emergency response as required. 

Knowledge, Skills and Abilities:

  • Knowledge of grounds keeping, landscaping or horticultural techniques.
  • Ability to supervise people.
  • Ability to prepare and/or maintain records.
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others. 

This position requires the following physical requirements.

  • Prolonged periods of time walking, standing, bending, lifting up to 50 lbs.
  • Prolonged periods of sedentary work which involves repetitive motion
  • Ability to drive and/or fly for long distances
  • Working outdoors in all kinds of weather
  • Use of hand or power tools or equipment
  • Ability to drive trucks or other vehicles to or at work sites
  • Ability to operate all equipment used by the Grounds Section including but not limited to all lawn mowing equipment, weed eaters, blowers, tractors and line marking equipment (non-routine, as needed) 

Minimum Qualifications:

  • A minimum of five years landscaping experience
  • A minimum of three years supervisory experience
  • State of Florida Turf and Ornamental Spray Applicator’s license or the equivalent, or the ability to obtain within license within 90 days of employment.
  • Knowledge of lawn mowing equipment, weed eaters, blowers, tractors and line marking equipment
  • Knowledge of grounds keeping, landscaping and horticultural techniques.
  • Knowledge of irrigation systems.
  • Valid and applicable driver's license
